H.E. Mr Joseph KALALA MULAMBA
Who is Ambassador Joseph KALALA MULAMBA
By Order N°23/22 of 03 March 2023, His Excellency Mr Félix Antoine TSHISEKEDI TSHILOMBO Head of State appointed Mr Joseph KALALA MULAMBA Ambassador Extraordinary and Plenipotentiary of the Democratic Republic of Congo to the Republic of Serbia. The choice made by His Excellency the President of the Republic is justified by the expertise and immensely rich career of the nominee.
Mr Joseph Kalala Mulamba is a senior civil servant in the Direction Générale des Migrations (DGM) where he has held various positions of responsibility, including Provincial Director of the Direction Générale des Migrations (DGM) in Bandundu province, Central Director of the Aliens Police, before being assigned as liaison officer for the Directorate-General for Migration at the Home Office/UK from 2013 to March 2023 within the Diplomatic Mission of the Democratic Republic of Congo in London, before finally being called upon to perform the duties of Ambassador Extraordinary and Plenipotentiary of the Democratic Republic of Congo in Belgrade.
His Excellency Mr Joseph Kalala Mulamba holds a Master of Arts (M. A in TESFL and Applied Linguistics, UCNW, Bangor 1987), a degree in general pedagogy from the Institut Pédagogique Nationale de Kinshasa (IPN) in 1975, and a number of training courses, including one in the fight against terrorism held in the United States of America, and one in International Migration Management at Sussex University College (2010), to name but a few…
After a successful career in secondary, higher and university education (ESU/ISP Bukavu), he changed career to Immigration and became an Immigration Officer.

Married with 5 children, His Excellency Joseph KALALA MULAMBA brings with him a wealth of experience and will have the onerous task of relaunching bilateral relations between the Democratic Republic of Congo and the Republic of Serbia. He has a duty to sell and promote the image of the Democratic Republic of Congo to potential Serbian investors. We wish him every success in his mandate.
